This letter is intended to serve as a basis for the Squadron Safety Program, and is subject to change as needed.  This letter is also submitted to Indiana Wing Headquarters to comply with the 2008 Safety Mandate and is a squadron level supplement to

 

The 2008 Falcon Composite Squadron Safety Policy is:

 

1)      All members of GLR-IN-126 Falcon Composite Squadron will adhere to the directives of CAPR 62-1, 62-2, 35-2, 77-1 as well as those of the Great Lakes Region and Indiana Wing Headquarters in regards to any and all Safety related issues

 

2)      The Squadron Commander will establish as active accident prevention program within the squadron, but it will be the responsibility of all squadron members to ensure compliance

 

3)      The GLR-IN-126 Squadron Safety Officer will be appointed using a CAPF 2A submitted to the Wing Safety Officer by 01 January each year.  The Cadet Safety Officer will be appointed using only a CAPF 2A placed in their 201 file, to be submitted by 01 January.

 

4)      Monthly safety briefings conducted by the Safety Officer, the Cadet Safety Officer, Squadron Commander, or other designee will be mandatory on the second meeting night of the month unless otherwise specified.  "Sentinel" safety briefings received from National Headquarters will be posted on for 3 months and then filed in the squadron safety binder.  All participants in the safety briefing will sign an INWGF 62-1a to document attendance.  This form will be sent to Indiana Wing Headquarters on a monthly basis.  A copy will be retained in the safety binder for 2 years.  If no monthly bulletin is received from National Headquarters for a given month, the minutes from the last safety briefing will be posted on the bulletin board instead.

 

5)      The Squadron Commander, Safety Officer, and Cadet Safety Officer will conduct an annual CAP Safety Survey of all Meeting facilities, offices, training areas, storage areas, vehicles, and squadron procedures using the form outlined in CAPR 62-1 Attachment 4.  This survey will be completed by January 30 of each calendar year.  A copy will be sent to the Wing Safety Officer, with one copy retained in the safety binder and another copy posted on the bulletin board in public view.  Submission of this report is the responsibility of the Squadron Commander.

 

6)      The Safety Officer will keep a file of corrective actions taken, and all Safety Surveys, and will oversee the implementation of any directives from the Chain of Command related to safety.  Follow-up surveys using CAPF 26, CAPF 73, CAPF 74, and CAPR 62-1 A4 may be conducted at any time to report on the progress of corrective actions.

 

7)      CAPF 26 blank copies will be made available to all squadron members who are encouraged to make observations of safety concerns and document them using this form.  The CAPF 26 will be given in person to the Safety Officer, who will review the form and notify the Squadron Commander of the report.  All squadron members will be briefed on known hazards without exception.

 

8)      If any safety discrepancies arise in leased or donated facilities, the Squadron Commander will contact the Lesser or Property Manager to discuss necessary repairs, modifications, and determine which party will pay for expenses incurred to correct the safety problem(s).

 

9)      AIRPORT OPERATIONS GUIDELINES:

 

a)      No squadron member will perform flight line duty unless trained to Indiana Wing requirements and they possess a valid CAPF101 card with Flight line qualification.  Exception is made during approved flight line training exercises, which must be conducted by an instructor approved by Indian Wing Headquarters

 

b)      While on an airfield, all personnel will wear orange vests, remove all headgear, and if possible possess a VHF radio capable of using CAP frequencies.  Monitoring of airport UNICOM or Ground Control frequencies is encouraged.  Possession of a cell phone is highly recommended.

 

c)      If operating a vehicle on an airfield, the use of yellow hazard flashers and high beam headlights is mandatory during daylight hours.  At night, regular beam headlights will be used.  If the vehicle is equipped with rotating or strobe lights, these may be used as additional warning devices.  Drivers will come to a complete STOP at all taxiways and will NOT drive on or near active runways without the expressed consent of UNICOM or Ground Control

 

d)      Speed Limit on all airfields is 15 miles per hour and drivers will center their vehicle over the yellow line at all times to increase visibility to oncoming aircraft.

 

e)      VEHICLES WILL YIELD TO ALL AIRCRAFT WITHOUT EXCEPTION!

 

10)   General Safety Guidelines:

 

a)      No running, horseplay, or fighting will be tolerated

 

b)      Fire and emergency drills will be practiced quarterly

 

c)      Mishaps will be reported as per CAPR 62-2 and Indian Wing directives using the Squadron Reporting Policy Letter

 

d)      All steps should be placarded with signs reading "Watch Your Step". Steps should be covered with non-slip non-skid material and edge painted white or yellow, or with reflective material used as needed

 

e)      Fire extinguishers and smoke detectors will be checked monthly on the meeting night that corresponds with the Safety Briefing

 

f)        The most qualified personnel available should check First Aid equipment monthly.  All first aid equipment will be labeled and easily accessible.

 

g)      Advanced first aid equipment may be carried by the squadron but will only be used by personnel legally qualified to use it, such as First Responders, EMT's, Paramedics, or Nurses.  Expendable supplies may be provided by the squadron to other agencies during an emergency but will not be provided during training exercises due to cost.

 

h)      Squadron will encourage recruiting and training of First Responders, EMT's, Paramedics, Nurses, Physicians, etc as long as training and practice are within the scope of Civil Air Patrol regulations.  Al personnel will not exceed the legal limits of their training for any reason.

 

i)        ALL vehicles signed into a mission will undergo safety inspections before being used on official CAP business.  This includes privately owned vehicles (POV's) and GSA or other government vehicles of all types.  Any driver or vehicle owner refusing inspection will be asked to leave the mission and will have their names removed from the sign-in sheet.  The Mission Safety Officer will make the final decision on weather or not a given vehicle or other equipment will be used for CAP business on a mission.  Vehicle inspections will be documented using CAPF 73.

 

This Safety Policy Letter is hereby submitted January 1, 2008 to Indian Wing Headquarters and the membership of GLR-IN-126 Falcon Composite Squadron.
